Health Research, Inc. effectively evaluates, solicits, and administers external sponsored program funding to financially support projects, programs, and research for the New York State Department of Health.

In this capacity, Health Research, Inc. desires to execute and enter into a consultant agreement for the services of an IT Specialist Level 3 for the period 01/20/2025 – 07/31/2025. ***The consultant must be willing to report to work onsite in Albany NY.  Do not submit candidates who require remote work or who will not report onsite as needed.  You must vet candidates for this qualification and their willingness to move promptly if not within commuting distance.  This is non-negotiable.**** 

Compensation Details:
Not to exceed $90/hour

Scope of Work: This contractor will support the onboarding of external partners to the Universal Public Health Node (UPHN) data exchange by interfacing with reporting clients and vendors to facilitate transport and data exchange activities. The UPHN provides automated data exchange for both COVID-19 and other infectious disease lab reporting and COVID-19 and other infectious disease vaccine administration reporting in New York State. The IT Specialist will provide hands on technical customer support, identifying customer needs, abilities and limitations in implementing data exchange; troubleshoot and diagnose hardware and software issues occurring among existing and new data exchange partners; provide step by step instruction for solution of end user issues; identifying root cause of error and delay and taking steps to mitigate future occurrence; review of system, application and network access logs of Windows based systems to identify errors; prepare documentation to educate technical and non-technical end users on transport onboarding steps; prepare documentation to document troubleshooting process flows and escalation pathways; document interactions with clients for later evaluation of service delivery activities; communicate effectively with both end user sand other technical staff; consults and collaborates with developers, project managers and other technical staff to resolve complex technical issues; and perform testing duties to ensure software builds for UPHN software and interfaces performs as expected.

Mandatory Qualifications:

    • This position requires at least a bachelor’s degree in Engineering, Computer Science, MIS or equivalent from an accredited institution. A copy of the degree must be submitted with the Candidate Proposal Response.
    • Candidate must be legally authorized to work in the United States.

Preferred Qualifications

    • 6 year’s experience providing technical customer support, identifying customer needs, abilities and limitations
    • 6 year’s experience with troubleshooting and diagnosing hardware and software issues occurring among clients
    • 6 year’s experience reviewing application and network access logs of Windows based systems to identify errors
    • 6 year’s experience working in a federal, state, or local government setting
    • 6 year’s experience performing testing duties to ensure software meets quality standards
