Health Research, Inc. effectively evaluates, solicits, and administers external sponsored program funding to financially support projects, programs and research for the New York State Department of Health.

In this capacity, Health Research, Inc. desires to execute and enter into a consultant agreement for the services of a Cloud Engineer Level 3 for the period 01/20/2025 – 07/31/2025. All contracts and billing will be executed through Health Research, Inc. directly. Should your company be interested in pursuing this opportunity, please read further.

***The consultant must be willing to report to work onsite in Albany NY.  Do not submit candidates who require remote work or who will not report onsite as needed.  You must vet candidates for this qualification and their willingness to move promptly if not within commuting distance.  This is non-negotiable.**** 

Compensation Details:
Not to exceed $102/hour

Scope of Work: The contractor will design and support the cloud architecture and technologies for a Public Health Data Query system to distribute, analyze and visualize COVID and other infectious disease data for local health departments. The contractor will also ensure that systems have a higher availability and capacity for user access to meet pandemic needs as well as build, increase and maintain our cloud footprint.

Mandatory Qualifications:

  • This position requires at least a bachelor’s degree in Engineering, Computer Science, MIS or equivalent from an accredited institution. A copy of the degree must be submitted with the Candidate Proposal Response.
  • 6 year’s experience in designing/architecting, implementing, testing, and deployment of Web Applications (Single Page front end applications, REST backends, MVC).
  • 6 year’s experience with REST API design and implementation (API security best practices, authentication, and authorization mechanism).
  • Candidate must be legally authorized to work in the United States.

Preferred Qualifications

  • 6 year’s experience with managing servers and infrastructure in a production cloud environment (such as GCP or AWS)
  • 6 year’s experience with managing cloud data – (i.e. Cloud Storage, Cloud SQL, cloud data fusion, BigQuery)
  • 6 year’s experience with hybrid cloud infrastructure such as security, data migration, autoscaling
  • 6 year’s experience with infrastructure as code using Cloud Formation and Terraform.
  • 6 year’s experience with cloud security such as keys, encryption at rest and In-transit, VPC service controls, and Security Command Center
