Health Research, Inc (HRI), a not-for-profit corporation, seeks a Program Evaluation Consultant who will join a well-established and highly regarded team of public health professionals at the NYS DOH Division of Chronic Disease Prevention. The consultant will be responsible for providing subject-expertise in performance measurement and program evaluation to the Disability and Health Program and provide training and technical assistance to staff at sites collaborating with the Program. The consultant will report to a senior evaluator within the Division of Chronic Disease Prevention’s Bureau of Chronic Disease Evaluation and Research and work directly with the Director of the Disability and Health Program.
The consultant will provide training and technical assistance to support the evaluation of a health care provider trainings; provide guidance, technical assistance and project management support to disability linkage coordinators involved in data collection; participate in a consortium charged with oversight of an ongoing program evaluation and disseminating evaluation data from a multi-state collaboration; participate in regular meetings and conference calls with Disability and Health Program staff, representatives from the multi-state consortium, and funders as necessary; submit written summaries documenting consultation provided and evaluation data collected; and engage in activities (formative data collection, literature reviews) to assist the Disability and Health Program in planning for a competitive funding opportunity from the Centers of Disease Control and Prevention anticipated to be released in 2025.
Bidders should anticipate 10-15 hours per week. The initial contract period will be from March 1, 2025 – June 29, 2025.
Candidates must have relevant experience evaluating professional development trainings; providing technical assistance on collection and management of evaluation data in care settings; consulting with program managers on the use of evaluation data; developing data summaries; and communicating evaluation findings to diverse audiences. Candidates must have strong analytical, interpersonal and oral and written communication, skills. Candidates should be knowledgeable about national priorities in disability and health established by the CDC’s Disability and Health Promotion Branch and state-based approaches to improving the health of people with mobility limitation and intellectual/developmental disabilities. Experience collaborating with other states funded through the CDC’s Disability and Health Promotion Branch Program-funded recipients on program evaluation is desirable.

Individuals and organizations submitting bids will be asked to participate in an interview to elaborate on experience. The consultant will be selected based on a consideration of the hourly rate submitted (25%) and relevant experience described in candidate’s resume and verified through interview (75%).
