Health Research, Inc. effectively evaluates, solicits, and administers external sponsored program funding to financially support projects, programs, and research for the New York State Department of Health.
In this capacity, Health Research, Inc. desires to execute and enter into a consultant agreement for the services of a Data Analyst Level 3 for the period 03/03/2025 – 07/31/2025 with the possibility of being extended to 7/31/2026. Compensation Details:
Not to exceed $71.50/hour
Scope of Work: The contractor will provide data analysis and management for various COVID Data Dashboard and distribution of COVID data to external entities and the public. The contractor will also perform data management and analytic tasks including researching and documenting technical designs, programming solutions, writing and executing unit test plans, researching, resolving, and testing defects, customer technical support, and close collaboration with other team members.
Mandatory Qualifications:

- This position requires at least a bachelor’s degree in Data Engineering, Computer Science, MIS or equivalent from an accredited institution. A copy of the degree must be submitted with the Candidate Proposal Response.
- 6 year’s experience with development in medium to large-scale technical projects and assuring deliverables and project scope are met and well documented
- 6 year’s experience in Tableau dashboard and report creation for embedded within an application and/or published to enterprise Tableau server
- Candidate must be legally authorized to work in the United States.
Preferred Qualifications

- 6 year’s experience with HTML, CSS, and JavaScript
- 5 year’s experience with relational and NoSQL databases (like Oracle, Postgres, MongoDB, DynamoDB, etc) containing large amounts of data (greater than 10 million rows
- 4 year’s experience interacting with REST API (API security, authentication, authorization, and Web Data Connectors) in Tableau
- 4 year’s experience with developing cloud native and hybrid applications using serverless platforms
- 4 year’s experience in designing and implementing data visualizations with large datasets (1 million+ records) on analytics platforms such as Tableau
